The Electoral Literacy Club (ELC) is a forward-looking initiative launched by the Election Commission of India (ECI) to empower and engage young citizens in the democratic process. Recognizing the vital role of youth in shaping the nation’s future, ELCs are established in educational institutions—especially colleges—to focus on new and first-time voters.
Through these clubs, the ECI aims to:

1. STRENGTHENING ELECTORAL PARTICIPATION
The primary goal of ELCs is to instill a strong sense of responsibility and encourage active participation in the electoral process among young and future voters. By motivating youth to engage meaningfully in elections, ELCs help build a robust and vibrant democratic foundation.
2. EDUCATION ON VOTER REGISTRATION AND THE ELECTORAL PROCESS
ELCs aim to provide clear and practical knowledge on:
• How to register as a voter
• The procedures involved in elections
• The rights and duties of every voter
By offering hands-on experience, ELCs simplify the electoral process and make it more accessible to first-time voters.
3. Familiarization with EVMs and VVPATs
To build trust and confidence in the electoral system, ELCs help students understand the functioning of:
• Electronic Voting Machines (EVMs)
• Voter Verifiable Paper Audit Trail (VVPAT)
Such familiarization enhances transparency and reduces misconceptions or doubts about voting technologies.
